With the advent of knowledge economy, knowledge has become an important intangible asset and taken human beings into the time of life-long education, The features of knowledge economy determine knowledge as its basis and talents as its key. In the new century, human resource development and human capital accumulation become decision of social economic development. To meet the huge challenges brought by the knowledge economy, the quality of women's accounting for half of all population in China should be not neglected. Although Chinese education policy highly stress on womanpower capital, the womanpower capital opportunity attained by woman is much less than that attained by man. By the way of the human capital theory and the basic viewpoint of gender equality and proceeding from the education and health of the manpower capital composition, the essay analyses the reserve and impacting factor of Chinese womanpower capital and its role in sustainable development. In concrete terms, it points out that investment in women's education and health can bring greater returns than in men's education and health; that different features of supply between man and woman, and to the sex discrimination of education investment, the external characteristic of the returns from the investment in womanpower capital will aggravate the gender difference in manpower capital accumulation arising from discriminative investment; and that the insufficiency of the womanpower capital has become a bottleneck obstructing sustainable development and offsetting the returns derived from the increased investment in men's education and health, In light of this, this essay proposes that a policy system to increase womanpower capital accumulation.
