This paper regards globalization and localization as the background studied, has introduced the main contents of the globalization and localization briefly, explained the main content, function and characteristic of the corporate culture especially financial corporate culture, analyzed the current situation of enterprise's cultural construction of transnational financial circles of our country, and put forward the enterprise cultural construction question in the course of managing in localization of transnational financial circles.Transnational financial circles will face a conflict and problem between one's own culture and local cultural merged in the course of developing in overseas expansion. How to absorb local culture on the basis of insisting on key culture of our company, thus incorporating the local society, economy and cultural custom very well, is very important to the realization of financial enterprises operations in the host country. Making a general survey of our times, We can see that every transnational financial circles making immense success have all fully given play to the role of corporate culture during the process of managing in localization. The successful operation abroad of Citibank is one of the typical cases. Review domestic financial enterprise, most of them in the starting stage while being transnational, it still exists big disparity while comparing with the same foreign trade or business, so we should use the foreign advanced experience of the same trade or business for reference even more, manage and lay a solid foundation for the transnational localization of the financial circles of our country with the corporate culture.On the basis of investigating and absorbing forefathers' corporate culture theory, this paper analyzes the gain and loss of enterprise's cultural construction in the foreign transnational financial circles localization, combines the current situation of the transnational financial circles cultural construction of our country, and finally puts forward the corresponding suggestion and operation idea. It mainly proposes creatingtransnational financial corporate culture based on the institutional improvement, the culture competitive power, and innovating, and also proposes establishing the pluralistic group with equal transnational financial circles on the basis of these views, outstanding financier, propose for the central measure with " customer the highest " for central service culture , taking " strategy of the brand " as the centre marketing cultivation of culture.
