The steel and iron industry is a strategic calling to every country in the world and it has its own characteristic, because of which the steel and iron anti-dumping happen frequently in the international steel and iron trade. Recently, with more and more countries taking trade protection measures for their own steel and iron industry, the global steel and iron anti-dumping is facing a new vehemence.Aiming at the new tide of steel and iron anti-dumping, this paper analyzes the new characteristics and its exterior reasons of this global intense steel and iron anti-dumping issue and opens out that the conflict between supply and demand of international steel and iron market, the unbalance of the global steel and iron production structure, the different international competition powers of steel and iron industry of countries in the world and the enhanced industry competition by steel and iron multinational companies' merger and acquisition is the deep-seated reason for the acute steel and iron anti-dumping issue.On the other hand, this paper sets China as an example to study from a microcosmic aspect every country how to get the most advantages from the global production structure and trade framework. It takes use of a model and a real steel and iron anti-dumping case to illustrate how to actualize it. Under studying the steel and iron anti-dumping situation of export and import of China, it brings forward the proposes to bring the anti-dumping measures into effect .To sum up, all these studies of this paper have not only certain theoretic value but also certain instructive meaning for practice.
