At present, China is at the phase of building a well-off society in an all-round way. In this special social transformational period, the third session of the 16th National Congress of the Communist Party of China put forward the concept of "being people-oriented, building up comprehensive, harmonious and sustainable developing concept, enhancing the overall development of economy, society and people." Premier Wen pointed out that "Being people-oriented is not only the long-term guideline of economical and social development, but also the important principle." Meanwhile, it is "the policy and requirement of our reign". It should be "carried out into every facet of economical and social development, and carried out into our tasks." This indicates that The Communist Party is attaching more importance to people and the justice and harmony of society. Social justice is the fundamental value tropism of scientific development concept and it impenetrate all aspects of scientific development concept. Social justice is related to the balance, harmony and stability of the society and it is also related to the validity of regime. It is the fundamental value principle that all society should insist on. Justice is the basis of system validity and is the resource of order. This thesis is based on the historical and theoretical background, and analyzes current situation of the human resource management of public sectors from an impartial perspective and surveys the progress of public sectors' traditional human resource reform. This thesis studies justice in public sector's human resource management. Through the case study of successful human resource management of foreign countries, the author has put forward suggestions for optimizing China's impartial human resource management in public sectors.Public sector's human resource management is borrowed from Company human resource management and is affected by traditional personnel management and multiple value tropism of company human resource management. As the representative of power, public sectors need more focus and support to establish right value for its human resource management system. The purpose of this thesis is to offer some guidelines for public sectors to find impartial values, to find the right values for the whole society and to enhance the establishment of harmonious society.This thesis contains four parts. In the prelude, the author states the subject and perspective of this thesis. The subject is public sectors' human resource management especially justice in civil servant system. After literature review, the research method of this is described. The outline of this thesis is also given. Part one describes justice theory. The author analyzes concepts and related theories of utilitarianism, latitudinarianism, andscientific development concept, and states the significance of impartial value tropism. Part two points out the lack of justice in public sectors' human resource management. The author describes the impartial phenomena in public sector's human resource management and explains the reasons from the perspective of ideology, system, law and culture. Part three is about optimizing the impartial system of public sector's human resource management. The author introduces successful cases of human resource management and puts forward solutions and suggestions for the establishment of impartial human resource management system in China.The innovation of this paper is guided by scientific development concept .It has a practical significance since it pays attention to social justice, and it introduces the guiding ideology of management of human resources. This paper analyses the problems that exists in civil servant system and their causes as well as uses successful experience of other countries' as reference to discuss about the construction of just system in the management of human resource in public department. Therefore, it has a illuminating significance.
