Abstract/Summary:
In 2008,the 3rd session of 19 th CPC National Congress adopted the Decision on Deepening Reform of Party and State Institutions,in which stipulated that furthering the reform of Party and government institutions was a profound transformation aiming to promote the modernization of China’s governance systems and capacity.”Since 2017,in accordance with the request made by the Chinese Communist Party Central Committee on furthering the reform of institutional and human resource management systems in Weifang Binhai Economic & Technical Development Zone,the government of Weifang Binhai Economic & Technical Development Zone has made deep and thorough reform in administrative institution management system.With the reforms,both the human resource management and administrative management system in Weifang Binhai Economic & Technical Development Zone Management Committee now is simple,highly efficient and innovative.To build a serviceoriented government and enhance the development of Weifang Binhai Economic & Technical Development Zone,it is essential to take into account of history of China’s administrative system and government institutional as well as our reality,learn and draw on the successful experience of Western countries,and advance process of the human resources integration in public sectors of Binhai development zone in conformity with China’s overall reform policy.Based on the empirical research,this paper aims to explore the reform pathway of human resource management in public sectors of Weifang Binhai Economic & Technical Development Zone by elaborating on the course,ideas,and problems in the institutional reforms.This paper first introduces the relevant concepts and theories;and then this paper analyzes the current situation and problems of human resources integration in the institutional reforms.The concerning trend,problems and underlying reasons will be exemplified by the cases from the perspective of Weifang Binhai Economic & Technical Development Zone Management Committee.In response to the existing problems,this paper will put forward a comprehensive solution in term of human resource management philosophy,human resource development planning,reward and incentive mechanism,training system and organization culture cultivation.With these measures,the government can build a highquality efficient management system,a highly qualified working personnel,and an efficient human resource management platform.On this basis,Binhai Development Zone can boost the competitiveness and achieve a healthy development.
