Our central government presents"people first"as the core of administration system. As fully carrying out government functions and getting engaged in economy construction, the central government tries to forge the government and social relationship, to strengthen the government functions of social administration and public service, to push the innovations of the government running system forward, to achieve the scientification and democratization of the decision-making system, to set up a harmonious and healthy social environment for the sake of the realization of public interests. Human resource management of public sectors plays a very important role in the public administration system of our country, which is related with the functions, the working state and future developments of the government, even the whole nation directly. Nevertheless, nowadays such administration moral principles mistakes as corruption and decay in the civil servant team in China damage the government image and tamper with the normal social development seriously, which need to be solved emergently. Administration ethics level of public department human resource mainly composed by public servants includes government morality status, morality level of administration personnel and ethic character of administration components. The height of these morality levels will by all means bring profound restriction and affection to social construction and development.In this thesis, the author puts forward a concrete method of a necessary system and mechanism of personnel management of public sectors suitable for the development of China by analyzing of the present situation of personnel management of public sectors according to the estimation standards and direction functions of ethics value in administration ethnics.
