An Attempt To Discuss System Construction Of Rural Social Security

[abstract] The policies in China has long been separating the cities from the countryside, which makes the social security system in China a binary system. There hence has been insufficient social security in the countryside. With the reform and innovation of our social security system, the problems in the countryside call for immediate solutions. In order to promote the economic development of our country, to realize the unification of the cities and countryside and also to protect the basic rights of the huge but weak populations in the countryside, the social security system in the countryside must be established and perfected.The present paper introduces the basic concepts, relevant theories and some empirical researches concerning the social security system in the countryside. On the basis of the history as well as the present situation of social security system in the countryside, the paper analyses the current problems in this system and highlights the necessity and urgency of the reform in this area. In addition, the paper, based on the general situation in China, also analyses the responsibility the government should shoulder and the role it should play in such innovation. On the basis of the above analyses, the paper puts forward some thoughts on establishing the social security system in the countryside and also raises some basic principles and suggestions for its establishment.One thing that has to be pointed out is that, there are unbalanced economic developments in different areas in the countryside. This unbalance will exist in relatively long term. We therefore must bear this fact in mind when exploring the possible means of establishing the social security system in the countryside. The social security system established in rich areas of the countryside can serve as a reference to the direction of development of other rural areas. By taking the rural area of Shen Zhen as one example, the current paper focuses on one type of social security system in the rural areas- the social security system in the suburban of rich cities. The current situation in this area is investigated and the problems and feasibility of reforming are also analysed.
