The Research Of Social Security System In China's Rural Areas

With the development of the procession of the urbanization,the change of rural economy structure ,the affection of population policy and the ageing of the rural population structure . The function of previous family security and land security is weakening. The farmers' request of social security that recognized by government becomes more urgent. The rural social security system serves the farmers. It will be a hard work to establish a rural social security system in the countryside with a population of 9 billion in China .It will be of great significance on theory and reality for the construction of the socialist modernization with Chinese characteristics, for the perfection of the socialist market economy structure, for the coordinate development of the rural areas and construction of a well-off society. This article facing with the reality, gives a further introduce the history and current situation of social security in rural areas, and finds the main problems. Then it analyzes the necessity and feasibility of strengthening the social security in rural areas. At the same time thinks of the economical level, starting from the function of the government and refer to the exercise in the world, then gives a concrete act of establishing social security in rural areas. Its main content is establishing a complete social security system with multiple source of funding that provides for the establishment of multiplayer insurance system, for different groups. Furthermore, the emphasis is making the social security system in city contain the farmer workers. The major parts of the rural social security are pension insurance,cooperative medical insurance and minimum living system in rural areas. In order to complete the rural social security , we should make the subject,the system of funding,administrative authorities and the system of supervision over social security clear and effective. Additionally strengthening family security and establishing a system for both urban and rural resident, we could maintain development and stability of society.
