Study On The Government Responsibility Of Social Security In Rural Areas Of China

Rural social security, as an important part of social security, is the thesis of the whole social security system reform and the government plays an important part of the constructing process of rural social security. So, going into rural social security, particularly has great theoretical and realistic significances to accelerating social security reform and constructing a socialist harmonious society.At present, constructing rural social security system has obtained certain results, yet some questions have to be improved. Proceeding with the questions of the government responsibility of rural social security, this Paper explores the government responsibility of rural social security in the financial Support,the legislation,the management and supervision,the system design of rural social security,doing the work of migrants and land-lost farmers' social security. The government should increase financial support to provide solid material base for rural social security; In the legislation, The government should speed up the legislative process of rural social security to provide legal basis for rural social security; The government should strengthen the management and supervision to gradually realize institutionalized and standardized; The government should perfect the system design of rural social security to establish an efficient set of rural social security; The government also should do the work of migrants and land-lost farmers'This paper discusses in the following four aspects:the introduction, including the purpose and meaning,the contents and methods of the paper. The first chapter discusses the theoretical basis of the governments' responsibility of rural social security; The second chapter analyses the questions and reasons of the government responsibility of rural social security at present, starting with the history of rural social security since the founding; The third chapter discusses the experiences of domestic and foreign governments'responsibility of rural social securit,the orientation of government responsibility and the principles and measures of the governmental responsibility of rural social security.
