The paper analyses Human Resources in Xi'an Development Zone for High-tech Industries from three aspects: theory exploration, positive research and strategy design.At first, by combining the basic theory of human resources with the traits of human capital in High-tech enterprises, it gives the effects of human resources on High-tech industries development. In basic theory part, it points out the significations of human resources and human capital, and its traits, differentiations and the relation, and also recapitulative analysis of basic theory about the effects that human resources works on economic growth, it mainly includes the viewpoints that human resources are the primacy resource in Marxism, the understanding that human resources work on economic in occident economics and the effects of human resources on High-tech industries development.Next, the paper gives the positive research about human resources actualities and problems in Xi'an Development Zone for High-tech Industries (XDZHI). Firstly, it analyzes the status human resources in XDZHI. This part combines the general situation of the development in XDZHI in resent years with the gift advantages of human resources in education and scientific research strength and institution innovation, accordingly draw the conclusion that the human resources are the basic force for the High-tech industry development in Xi'an.. Secondly, According to the total amount of employees, the general structure analysis of employees, the benefit index of human resources appraisement, and the situation of employees floating, the paper analyzes the human resources actualities and predicts the total amount of human resources at the end of 2002 in XDZHI. Thirdly, it analyses the human resources environment of XDZHI from the actualities of hard environment and soft environment of the human resources. Compared with the domestic and the international advanced High-tech zones, it shows that neither the hard nor the soft environment of the human resources environment in XDZHI is in the ascendant Lastly, based on the three aspects mentioned above, the paper points out the problems and difficulties in exploitation and utilization of human resources in XDZHI, which is to be shown in the following seven aspects: The human resources are abundant in quantity , but lack of the high-level , high-quality senior specialized talents; The structure of talents is unreasonable; The human resources benefit is low, the gift advantages of human resources fail to give full exertion; The employees' floating rate is high, the talent's credit is bad; the level of human resources market disposes lower; the information system of human resources is not perfect; The human resources environment is in inferior position.The conclusion can be educed in terms of the above research, it has five advances and countermeasures about the development and utilization of human resources in XDZHI: the development stratagem concept of human resources is the first resources should be built up; optimizing the talents configuration and upgrading the talents quality; developing the talents market and enhancing the utilization rate of human resources; quickening the environment establishment, which is the innovation of inspiration mechanism, the innovation of the system of knowledge property right, the innovation of the system of agency services, the innovation of the channel of the investing and the financing, the innovation of human resources information systems, the innovation of the human resources credit mechanism, and the innovation of cultural environment.
