With the arrival of global economic integration, especially the economic globalization of knowledge. The person with ability is a key factor if enterprise want to make a position among keen competition So competition of enterprise turn into high the human resources competition day by day. How attract talent, train talent, retain staff, excite creativity, responsibility of work and working enthusiasm become important factor of enterprise development, enterprises can survive and develop if only they can discern and utilize talent.The new high-tech enterprise is new-type one which regards technological innovation and combine closely with product and science and technology, realize technological economic integration, and improve the quality of enterprise and comprehensive benefit constantly. The new high-tech enterprise has the character such as strategy, innovation, and risk. Talents are the soul of the high-tech enterprise so the effective choice, development and management of human resources have special meaning to its development. Establish the theory that" talent resources are the first resource", and set up a set of normal, scientific human resources management systems in enterprises cultivation, introduction and using talents. Enterprise can strengthen its competitiveness by occupying outstanding and initiative talent than the rival.This paper is started with basic theories of the new high-tech industry. It has pointed out that the human resources are sources of the profit of new high-tech industry and the soul of the new high-tech enterprise. It summarized a lot of successful experience of the developed country in the respect of training, cultivation of human resources. This paper analyzes the current situation ofmanpower resources development management of new high-tech enterprise of our country, main problem existing and origin cause of formation. This paper has proposed the counter measure and suggestion of human resources development and management of new high-tech industry our country in order to guarantee enthusiasm and creative performance of talent and make ability of everyone develop towards the company's goal.
