The project of the reclamation of arable land for reforestation is a kind of which adjustthe profits of rural household, locality and nation. The efficiency, effectiveness andsustainability of project have been focus of attention worldwide. If our want to gain theeffectiveness aimed of program, It is very important factor that participating farmer's incomes,agriculture'industrial structure adjustment and off-farm job opportunities were at least asbetter off. So, The Difference-in-Difference (DID) estimation method is used in our empiricalanalysis. We can estimate the affect of participating groups and the effectiveness aimed ofproject. The paper first elaborates the policy principles operation and briefly introducebackground of the reclamation of arable land for reforestation in xinjiang, use data from arural household survey in qitai, xinjiang. We carried out analyses of the affect of households,the affect of social and economy and the affect of ecological environment. Results of theanalysis demonstrated that participating farmers' incomes increased, but the impact isinsignificant; For off-farm income, participation has a negative impact and also insignificant;Although the social development is positive, effectiveness of the local economical is stillinsignificant, ect. In short, we found out that the targeting of the project was reasonably wellbut effectiveness was less than satisfactory. In addition, we also found out that the compensation level is high and exceeds theforgone incomes of converted land. It's also show that the policy cost of bore by nation andthe benefits of households. In this paper, author also has analyzed several important problems which are related tothe effectiveness of the policy. and that the paper proposes to improve the sustainability ofpolicy. such as adjusting compensation criterion, building ecological public welfare forestcompensation mechanism, etc. Finally, a discussion of the areas for further research is delineated.
