Since 2011,a large number of Muslim refugees from the Middle East have flocked to Europe for refuge, triggering a refugee crisis in Europe in 2015.Faced with the refugee crisis, the EU member states have different positions and measures. The old EU member states such as France and Germany show an attitude of accepting and welcoming refugees, while the new member states such as Poland,Czech Republic,Hungary and other countries in the Eastern Europe firmly refuse to accept refugees, which has formed two opposing camps within the EU over the refugee crisis. Why do the old member states of the European Union and the new member states have different attitudes and policy towards the refugee crisis? What are the effects of different attitudes towards the refugee crisis in old and new member states? This paper uses literature research method, case study method and comparative study method to analyze and study the specific differences between the old and new member states of the EU on their attitudes towards the refugee crisis from the perspectives of historical tradition, national conditions and culture, realistic politics and so on.The study found that the differences in historical experience, economic structure and mainstream values of the two sides,as well as the serious consequences of the refugee crisis within the new and old EU member states,as well as the different understanding of the key issues such as international obligations and internal sovereignty, are the main reasons for the differences between the new and old member states. On the other hand, the serious consequences brought by the EU's refugee policy and the EU Imposed its refugee policy on its new member states are the main reasons for the deterioration of the relations between the two parts. But the situation is not invariable, the old EU member states on the government's handling of the refugee crisis and refugees of the various negative effects to society has caused a lot of people in these countries, causing the far-right populist rise quickly, the political situation has changed constantly, which undoubtedly bring uncertainty to the future of the relations between new and old members of the European Union.
