The opportunities and challenges are brought to the enterprises after China's entering WTO. If an enterprise wants to survive and develop in market competition of the globalization, personnel is the one of key element. Therefore, making the best use of the human resources has become the imminent demand of upgrading the enterprise's competition. After the reconstruction of the Daqing Oilfield, the Daqing Petroleum Administrative Bureau(DPAB) was no longer a resourceful enterprise.From the view of the natural resources, it lost the competitive advantages that came from the oil; from the view of the capital, the main problem was't the capital that restricted DPAB development. The keypoint is the main problem of personnel. The quality of the personnel has been the keypoint that keeps the enterprise to have a sustainable ,stable and healthy development. The developing strategy of the human resources is one of the most important part of the second carving out in DPAB . The fundamental guarantee to realize the second carving out collectivity target in DPAB is to implement the human resources developing tragedy energetically; build the managed procession with the high quality,high level personnel procession ,high tech operating procession.The essay discusses the human resource theory and the innovation theory, confirms the important role of the advanced personnel in the enterprises, compares the training mode of the advanced personnel in and abroad by consulting a lot of materials, analyses the inside and outside environment of DPAB particularly, probes into the personnel actuality by a lot of investigation and research, puts up the academy and enterprises cooperating model which builds up The Advanced Personnel Training Center ,The Oilfield Technical Training Center ,The Technical Center , The Graduate Student Workstation, The Postdoctoral Workstation to train the advanced personnel, adopts many the training mode such as On-job-training ,High-skilled Personnel Training,Techical Problem Tackling. adopts many training forms such as college education ,short period education ,study outside ,question research,technology competition etc. to train "the three high" personnel, carries through the audacious idea about the personnel training mode in the Daqing Petroleum Administrative Bureau for the future—to build up the virtual educational and technical zones, evaluates the benefit of the advanced personnel training mode to supervise and control the training quality. This study can provide powerful references for the building of advanced personnel's training mode in the Daqing oilfield.
