For the sake of better adaptation to the social and economic development, numerousdevelopment zones have been established in our country. However, most of thedevelopment zones have not incubated their characteristic industrial clusters based ontheir own resources, but tend to be similar in industries, functions, structures, and modesand so on. That is to say, repeated construction is a really serious problem. In fact, thedirect reason of "the industrial gathering" is the favorable land and tax policies .This kindof spatial gathering of industries is only the blind stacking of enterprises, but not the realindustrial clusters. Therefore, striving to explore the actual application value of industrialcluster theory in Chinese development zones have the very important theoretical andrealistic meanings. Starting with the competitive advantage of industrial clusters, this article hasanalyzed its origin and external formation conditions. Additionally, the conditions inwhich the industrial clusters are engendered are discussed. In this article, the existentproblems of development zones in our country are also analyzed using industrial clusterstheory, and strategically countermeasures to develop industrial clusters in thosedevelopment zones is brought forward based on this analyses. Hence, new ideas areprovided for the construction of industrial clusters in development zones in our country. This dissertation is developed in the following thoughtful clue" problems raise -present study situation- theory structure -case analysis -countermeasures suggests".Detail is as follow. Chapter 1 Put forward problems, gives a general introduction and makescomments on study of situation at home and abroad, defines the study of this dissertation. Chapter 2 Give the concept of development zones based on the cases study, andfurther classify development zones, discuss the international and domestic development iABSTRACTzones. Chapter 3 Analyses industrial clusters' competitive advantage. This advantagecomes from external economy, which results from independence and cooperation amongenterprises of those clusters. Chapter 4 Main content of this chapter is to analysis the relation betweenindustrial clusters and the progress of development zones, namely, industrial clusters canimprove the competitive ability of development zones. Moreover, conditions in whichindustrial clusters could be incubated are indicated. Finally, problems of currentindustrial clusters of our country are analyzed. Chapter 5 In this chapter, countermeasures to perfect industrial clusters ofdevelopment zones are discussed, which include internal factors, effort of enterprises,and external factors such as the improvement of service systems and sustaining network.
