Since the competition today is heated and the technology is advancing quickly, the market boundary changes rapidly, so that the traditional corporation conception and the modes of management cannot satisfy the need of the economy development. The competition among enterprises are to some extend revealed as the competition of strategic thinking and strategic orientation. The success depends on strategy. Under the background of global economy integration, the enterprise must bring its relative superiority into full play and fix its orientation appropriately, meanwhile enhance its mechanism innovation so as to survive and develop quickly under the converging attack from a large number of big enterprises both domestic and abroad.As the unique synthesized scientific research institution engaging in national defense strategic nucleus weapon research and production, ZW academe changed its orientation from military use to civil use in earlier 1980's, 20 years before the strategic developing object of "one system, three bases" was put forward. During the process, ZW academe has studied and explored many hi-tech products for both military and civil use, set up some enterprises with hi-tech content, and acquired fairly good economic and social benefit. Compared with the transformation from military to civil industry of other military scientific research institution and other military enterprises, ZW academe has the common characters and has encountered the common difficulties, meanwhile has its own features.Under this circumstance, this paper studied strategic management on one of ZW's hi-tech firm that was transformed to civil use industry (JY investment stock-controlled corporation Ltd), discussed the phenomenon of military-civil transformation, figured out the problems to facilitate the progress of civil products. This is the requirement of the "combination the military and civil" principle, also beneficial for the enhancement of the pattern transformation of scientific research institutions and beneficial for the construction of the scientific research group. The task of searching for a way that can adapt to the social circumstance, and that also has pertinence is absolutely very challenging and interesting.Since the foundation of JY Corporation, the resources conformity, the corporation recomposing and the structure adjustment has been greatly enhanced and has got favorable results. This paper clarified the developing strategy that CY Corporationchose and how it effectively carried out strategic management to achieve the strategic object of the firm by using the Balance scorecard. The author also illustrated how JY Group modulate the relations with ZW academe during its development, how to conduct the supervision, inspect and adjustment during the strategy conducting process so as to develop rapidly in the intense competition.This paper is in accordance with the basic theory of strategic management. Beginning from the exterior macro-circumstance, the author analyzed the present condition and prospect of this industry, and then analyzed the condition of its technology, market, competition, law setting, resources and core competence of the corporation according to the practice in the corporation, with that choose the appropriate strategy and conduct the implementation and feedback evaluation. This paper mainly studied how JY Group grasped the opportunities, made full use of ZW academe technology& intellectual advantages, excavated the resources of its own and from exterior and created the opportunity for development in the background of Western Exploration and constructing the territorial hi-tech city. It is expected that at the end of "the tenth 5 years plan", JY Group will become a big modern enterprise with some billion assets supported by hi -tech industry.
