Statistics indicates that the global trade volume in illicit drugs reaches as high as 500 billion more dollars, 13% percent of the total volume of world trade, second to none except arms trade. Besides, drug users amount to over 80 million with a rise every year. So pervasive is the drug abuse that it endangers people's health and social stability, so as to threat the existence and development of the world, including our country. The author, choosing Shanghai as a major city of investigation and research and aiming at rationally serious thinking of the present drug abuse situation in the region of Shanghai, of the notions and modes of drug combating, puts forward corresponding plans and solutions, hoping to contribute to the drug combating in this region.The first part of the three-part thesis reveals the severe reality and future tendency of changes and development of drug use in Shanghai through an analysis of the present situation of home and abroad, together with the district of Shanghai. The author observes that a large majority of drug users are natives of Shanghai, which is neither an original producing place of drugs nor a birthplace of illicit drug traffickers of large amount. Therefore, the city, showing no optimism in this aspect, is facing a tough task of combating drugs, whose changes and development has so far undergone three phases and obtained new characteristics since 1980s when drug entered China and began to permeate in Shanghai with the opening policy getting its way toward further.Part two gives a detailed analysis of ideas concerning drug abuse, its problems particularly, among which are the correct relations between the producing, processing, trading of drugs and drug consumers; the property of addiction; the rate of successful drug elimination in practice; home and abroad theoretical measures against drug abuse; the relations between drug abuse and crime committing, between individual drug trafficking and drug abuse; the experience of successful drug combating in 1950s in China.Part three presents a frame of new modes of drug combating, which complies with the realities in Shanghai. According to the author, the following problems claim attention and priority ------- the problem of drug stopping; establishing new notions of combating drugs; sticking to the leadership of the Communist Party of China and specifying duties of corresponding departments; establishing law systems of drug combating to improve the function of special anti-drug constitutions; again establishing mechanism of complete and comprehensive approaching through "Si Jing Bing Ju", a policy which aims at prohibiting the abusing, trafficking, planting and making of drugs; publicizing the education about drug prevention; enhancing drug detecting and improving the detecting ability of drug related cases. The thesis further explores the profound social causes of the starting and existing of the drug issue. Social changes, destructuring and reconstructuring, as well as the coexistence of multiple economic cooperation and allocation systems, actually lead to profit conflicts among people and a gap or discontinuation in the society management which gives rise, then spreading, to the drug issue. Thus, with regard to the present fundamental task, efforts should be made to accelerate the reform and shape scientific ideals in order to early mature the effective anti-drug system. In accordance with the drug elimination policy of prohibition, precaution, law enforcement in both roots and demonstration, we should persist in prohibition of using, trading, planting and making drugs; in controlling illicit providing and abusing; in eliminating any drug related crimes; leaving no room for drug crimes.
