Study On Investment Risk And Countermeasure Of Turnpike In Hubei

In recent years, the road construction of Hubei grows rapidly, especially after carrying out the policy of "loan to construct the roads, charge to return the loaning ". From then on, the local government has utilized the policy and financing in many ways. A lot of turnpikes have been built. Abundant of turnpikes are available which spread all over Hubei. The grade and the overall level are promoted rapidly. This plays a great important role to the economic development of Hubei. However, with the constant enlargement of the scale of the turnpike, some negative effects have been produced. Meanwhile, in the construction fund of the turnpike, the loan is a vital capital source. When the loan peak is coming, the interest of the fund would increase to a large amount every year, the pressure of repaying capital with interest is greatly. According to the research, after deducted the expenses of management and maintenance, the highway by one-third whose toll incomes can't repay the loan interest.In view of those situation, how to develop road constructions and dispel the investment risk of turnpike by utilizing the policy of "loan to construct the roads and charge to return the loaning " has already become the urgent problem which desiderate to be studied and solvedIn order to seek the measure to solve the problem, the Traffic Office Highway Administration Bureau of Hubei and WuHan University of Technology have jointly launched "study on the policy of investment and financing and the site selection of turnpike in Hubei". This paper is the branch of that thesis. It mainly carries on some beneficial exploration to risk of investment and gets the precaution countermeasure of the turnpike in Hubei.This paper divides into seven chapters. Chapter one introduced the background, contents, approach and purpose of the thesis; Chapter two defined the type, attribute and necessity existing of the turnpike; Chapter three introduced the current situation of the turnpike in Hubei; Chapter four analyzed the reasonable debt level of turnpike in Huber; Chapter five analyzed the investment risk of the turnpike in Hubei; Chapter six described the risk control of turnpike in Hubei; Chapter seven drew the conclusion.The study on investment risk and countermeasure of turnpike in Hubei offer basis for the government and relevant departments to constitute policy , which make road construction keep the rational structure and scale in debt, dispel the investment risk of turnpike , promote the construction cause sustained and rapid development of highway of our country.The meaning of this paper is mainly shown in the following several aspects:1, Through analyzing the economic attribute of the turnpike, establish feasibility of this policy on " loan to construct the roads, charge to return the loaning " and important function in the infrastructure construction of the highway;2, Through the actuality of the turnpike in Hubei, analyze the investment risk of the turnpike, offer the decision basis for investment and financing of related departments;3, Put forward the countermeasure of keep away the risk of the turnpike, offer reference for controlling the investment risk in relevant departments.
