The percentage of urban population of the world in 2000 was up to 55%, and it seems that there will be more and more people living in cities. There is no doubt that urbanization will go on, along with increasing urban crises such as earthquakes, fires, terrorism and etc., and all of them will do great harm to people. Crises can be prevented and handled effectively through urban crisis management. So, in order to minimize the breakage brought by all kinds of urban crises, crisis management should be emphasized, and it will play a very important role in civil services.Based on the theories and practices on crisis management, this paper focuseson the discussion of urban crisis management, the contents of which are as follows,the definition of urban crisis management, the significance of urban crisismanagement, familiar urban crises, characters of urban crisis management, the system of urban crisis management, and the respective responsibilities of governments, media, organizations, and citizens. Besides, this paper analyses the current situation and improvement of urban crisis management in China, as well as a case study of America9 ? 11 Event.
