In the 21st century, the international and domestic situations have been undergoing great changes. Accordingly, our army building has to change to keep up with the general situation. Under these new historical circumstances, the management of training officers in military universities is in face of new opportunities and challenges: on the one hand, new situations and problems have emerged in the management of cadets; on the other hand, the time has brought forth new and higher demands on the management. This thesis tries to reveal the peculiarities and rules in the management of training officers in the new century and probe into such subjects as the assessment of cadets' overall qualities, the management of cadets and the cultivating of cadets' leadership.In the new era, the management of training officers in military universities is extended in scope and content. Therefore, the management becomes more demanding and challenging. The management work must adapt itself to its environments, the features of its targets and the current situations. At the same time, the work must respect the growth regularities of the human talents and the evaluation of the work should be based on improving the human talents' qualities. In the course of management, the administrators' power influence must be combined with the non-power influence, the spiritual incentive with the material incentive, and strict training with patient ideological instruction. Only through these means can the aims of the management be realized.Cadet self-management is one of the management methods of training officers. The headquarters of General Staff demands that the cadet undergraduates to be officers should possess "the abilities to organize, command and administer". The thesis summarizes all the abilities as cadets' leadership and classifies it into ten specific targets, with standards of qualification and excellence provided respectively. The thesis also clarifies the process of cultivating leadership on basis of which, together with the practical platform of the cadet commanding system, the problem of inadequate training of abilities is solved. This is one original contribution of the thesis.The inadeqclacy of creativity in cadets is a matter of urgency to be studied and solved.This thesis offers a profound analysis of this problem and its causes, clarifies the requirdmements creative talents should meet, and accordingly, puts forward concrete strategies in cultivating cadets' creativity.The overall quality assessment carried out for the cadets still studying in school can help us understand how well they have learned academically and how many military skills they have mastered. Besides, the assessment can reflect from an aspect the orientation of the school's development, teaching level as well as the management level. The thesis presents the assessment targets and clarifies the corresponding assessment standards by means of analyzing the demands called forth on cadets' qualities by the new era. After comparing all the targets one with another and then calculating, we gets the value of weighting for the thesis. In this way, a feasible and practical method of assessment has been found, which is another original contribution of the thesis.
