As increasingly innovating economic system of state enterprise, to elaborate and manage human resource, the most active factor to motivate productivity, become the most important topic in building up modernized enterprise regulation. This article will start at definition of development and management of human resource, describe current state, problem remained and their causes in Second bureau of Sino-Railway, and try to figure out a solution to accommodate global challenge coming from WTO.This article is composed of five chapters. They are:Chapter One: Introducing differences and definition of resource and human resource, and development and management, reviewing history of human resource, and presenting vital meaning of development and management of enterprise human resource.Chapter Two: Comprehensively describing base status of Second Bureau Group of Sino-Railway, introducing organization structure of the group, stock companies and all subsidiary companies, and analysing history of development and management of human resource in the group.Chapter Three And Four : Emphasizing current status and problem faced in development and management of human resource in the group, and try to analyse the causes.Chapter Five: Introducing system innovation and strategy resecerch of development and management of human resource of the group, from human resource development including recruitment, selection and training, and human resource management including merit measurement, motivation and allotment, to resolve the causes of the problems.This article studies status and problems faced of human resource development and management of Second Bureau Group of Sino-Railway with analysis with evidences, comparison, and abstraction. These researches and studies surely help to promoting enterprise economic system innovation, and are of vital meanings in theory and practice to human resource development and management.
