Along with the development of the global economy, the enterprises need to operate under the fast-changing business environment. These changes are important to Human Resource Management. To make sure the management's support to the business operation, the organizations need to monitor the changing environment and design the human resource strategy accordingly, which is defined as "Human Resource Planning" (HRP), as it connects the human resource (HR) with the business operation. HRP could help the organization foresee the future necessity of Human Resource Management, furthermore, to identify the suitable actions. The effective HRP enhances the competition advantage, as research shows. The research also indicates that those enterprises which implement HRP perform better than those who don't.With the growth of the market economy, the Railway Industry started to face tougher competition, thus The Railway Ministry initiated the goal of "Great Development". To meet the goal, the base railway stations and depot need to apply the modern management systems, and HRP is among those.Basing on the HR analysis of De Yang Station Group of ChengDu Railway Sub-bureau, and under the requirement of the "Great Development" goal, meanwhile, taking consideration of the labor market, change of the workload, and the supply & demand of the personnel on passenger & goods & operating, this article set up a HR masterplan and related business plan, also develops the HRP system, which offers effective support to the "Great Development", and can work as a reference to the peer railway stations and workshops.
