From the increasingly sharp competition among enterprises, particularly on contending for talents, more and more enterprises have finally realized that enterprises' survival and development progressively count on the capability of absorbing, retaining and inspiring talents. Therefore, it is obvious that the competition in the current world comes down to the competition of talents,and the development and management of human resources is regarded as the core content of modern enterprise management. In this article, through analysis on the existing management system of human resources, the problems occurred in the China Railway Construction Corporation (CRCC for short), the author complying with the strategy of "stepping out to the world", proposes his own thoughts and countermeasures on the human resources management.In the 1st Chapter, the preliminary concepts, objective, task and enterprise's function relevant to the enterprise human resources management are precisely stated. Meanwhile, the emphasis is put on the human resources management in the developed countries and the application of human-oriented principles in the human resources management, which is the theoretical base of the human resources management for CRCC in this chapter.In the following 2nd Chapter, an overall analysis is made on current situation of CRCC's human resources management, the fundamental capability and quality that human resources management requires during the process of implementing the "stepping out to the world" strategy. At the same time the relevant problems occurred in CRCC human resources management process is probed.The 3rd Chapter, according to the problems existing in CRCC human resources management and the capability required for the talents by human resources management, the author puts forward his thoughts and strategy on the human resources management, which complies with the strategy of "stepping out to the world". The best effect that the strategy of "stepping out to the world" reaches needs efforts from both the government and the enterprises. The government, as the macro strategy maker, stipulates multinational talent development regulations to recognize the talent development strategy, while working out a whole talent development training program; on the other hand, the enterprise, the micro talent development strategy player, should first make out CRCC its own particular human resources management policy according "stepping out to the world" strategy, the second step is to establish reasonable talents floating system and inspiring payment system. Additionally, further optimization of enterprise structure and human resource management, the establishment of the responsibility system, strengthening talent strategy and overseas human resources management, the extension of the talents introducing channel and the perfection staff training system should be done essentially to create an enterprise culture model with international management features.
