"Combating Corruption By Systems" And "Institutional Justice"

It is not only a momentous political problem that we should prevent and solve corruption from the headstreams, but also a practical theory about system construction of socialist countries'. In this thesis, I analyze the institutional cause of corruption from the ethical point of view, and put forward some preventive measures. Firstly, after I hackled multitudinous conception of corruption, I think the essence of corruption is that national missionaries wield public power that is entrusted by the people unlawfully so that national missionaries and their relatives get lawless interests. My point of view is to manage state affairs by laws. Especially, I point out that the principal part of corruption should be national missionaries. And corruption is shaped short of correlative systems' lacking justice. These systems are mainly about powers "collocating, about cadres' selecting and appointing, about powers' running and about monitoring powers. Consequently, I put forward a innovative conception which is called " combating corruption by systems". This conception implies that to avoid hierarch abuse public powers for their own interests from headstreams, national machineries inaugurate systems so that they can produce good systems characterized by their justice, their ration and their sanity. Then, I point out that system- justice is combating -corruption -by -systems' precondition. And justice' essence is exchanging with equivalent advantages and disadvantages. Justice is institutional ethic's core. Exchanging with equivalent advantages and disadvantages is combating -corruption -by-systems' ethical essence. Lastly, I advance some ideals about supplying system. My purpose is to prevent corruption from headstreams under the background of system justice. These systems are mainly about cadres' selecting and appointing, about powers' running and about monitoring powers and about none-interior -conflict systems.
