Human resources is the first resource of the enterprise, and the person with ability have more importance among the enterprise's human resources, because they have better making inherently and can make bigger contribution for the enterprise through their creative work. They have key effects on the enterprise's life and death. State-run construction enterprises plays an important role in our national economy, The life and death of them will influence steady development of our national economy and social progress. And now, with the entry into WTO and the new economy age's coming, they have to face more and mord fierce competition.In the final analysis, the competition between the enterprises is the talents competition. How to guarantee the human resources of the construction enterprises in our country strengthened constantly and keep the talents and to strengthen the market competition power of the state-run constuction enterprise in our country are the flinty, hot and realistic problem we must have to face after our entry into WTO.This paper, mainly based on modern enterprises management concept and the author's experiences in daily management of human resources for state-run construction enterprises, makes some research and analyses in controlling the brain drain concerning with enterprises human resources management. Through deep analysis the cause of brain drain in state-run construction enterprises at macroscopical level, enterprise's level and individual level, I have put forward some principles, methods and stategys on the brain drain problem. This paper's research in order to help state-run construction enterprises manage the brain drain correctly and gain competition advantages in the more and more pierce competition. This paper include five parts mainly:introduction, summary of relevant theories, analysis the causes of talents loss, countermeasure of brian drain and then the conclusion.This paper begins with a new topic of human resources management for severer brian drain, pointing out the fact that modern enterprises have to suit the changes of enterprises organization, the changes of knowledge economy and professional value view and also defining the importance of the control and management concerning talents loss. Then introduce some brain drain models, and use the Price-Mueller(2000) model to analyse the causes of brain drain in our state-run construction enterprises, including the macroscopical level, enterpriselevel and individual level factors influence the talents loss. Based on the analyse and summary, this paper discuss the question of controling of brain drain especially. This paper is proceed from the angle of improving enterprise's human resources development and management mainly, put forward corresponding measures to control the brain drain. This paper bring forward beneficial suggestions, control methods and strategys in the following aspects: sciencetific and efficient talents recruitment, job analysis, systematic talents training, proper welfare and salary, performance management, encouragement combination, after-management of talents, and so forth. At the same time, this paper have some shortcomings and minor defects unavoidably.
