21 century is not only one technology age but also one age for person with ability. In order to meet the requirement of self- development, many nations are scrambling for talent as well as the enterprises, which brings forward one new task for the human resource management and especially for the management how to absorb the talent in this period. Among this fight for talent, the state-owned enterprises are in the inferior position. The Liaohe Petrochemical Company, as the research object in this article has lost a lot of persons with ability because of all kinds of reasons; such Brain Drain is very serious, which has obviously restricted the development of enterprise.Aiming at the Brain Drain problem of Liaohe Petrochemical Company, this article will try to find some main reasons which results in the Brain Drain from two aspects including the exterior and interior. The article is based on the guidance of human resource management theory and human resource management contrast analysis between the foreign advanced enterprise and state-owned enterprise, based on the research of the actual management status of Liaohe Petrochemical Company, starting with the talent resource characteristic. The research result indicates that such factors as the wicked work environment and the strong completion and the value view change of talent will result in the problem appearance to some extent. But we should pay more attention to the interior reason that acts as the dominant function. Until now, the resource management of state-owned enterprise still stays in the dated mode while the genuine modern management conception namely concentrated on human resource, has not been formed in the state-own enterprise, which is the key for this problem.Based on the talent loss analysis of the Liaohe Petrochemical Company, this article will attempt to provide solutions, which will provide some proposal aiming at the unclear responsibility partition and unscientific and unobjectivity performance check and unreasonable salary distribution and ineffective prompting mechanism in the human resource management of state-owned enterprise.Based on above analysis and research, we can draw a conclusion: in order to absorbthe talent, we must obtain the talents' support and understanding, while we must pay more attention to the talents. In now a day society, in order to obtain the talents, the unique method is to bundle the enterprise's benefit with personal benefit together and to really realize the two-win of both enterprises and talents.
