With the globalization of economy,the traditional concepts and the conventional mode of operation are facing new opportunities and challenge in enterprises. More and more Chinese small and medium manufacturing enterprises find that they often fail in catching hold of quickly changing market only with their own inner resource conformity, so for them the dynamic alliance which integrates the enterprises' external resource in the form of Core Competence becomes the practical choose. It becomes the valid means of advancing market competition capability for them to build dynamic alliance in virtue of regional enterprises. On the basis of sufficient research on the characteristics of small and medium manufacturing enterprises in China and the evolution of dynamic alliance, this paper, with the use of current computer technologies such as network, database, web, multi-agent and methods of operational research,discusses several key technologies of dynamic alliance, which are aimed at realizing resource-share and computer-aided decision support among regional small and medium manufacturing enterprises.Firstly, the frame of information integration, according to the practical requirement, is introduced which combines concentrated information service and distributed information service.Then the method of three stages selection of collaborative partners is put forth to optimize the buildup of dynamic alliance. In the process of this method, leader enterprises would quickly choose all potential copartners enrolled in database by using of the tracing evaluation system, would expediently sort bidder by priority with the algorithm of multi-goal decision, and would ultimately select league enterprises with reason by using of the algorithm of optimum combination. In this method the decision support of building dynamic alliance is supplied for leader enterprise which is composed of qualitative evaluation and quantitative evaluation.Afterward, the mode of complex production schedule for agile manufacturing is presented, and its information intercommunion is also recommended.Finally, the design of dynamic alliance-based CAPP tool system is introduced, and its flexible export model is completed.How to apply the theory of dynamic alliance to practice is discussed in this paper and a significant reference is available for the evolution of agile manufacturing of regional small and medium manufacturing enterprises in China by the realization of key technologies.
