Employee turnover has been given a lot of attention in the area of Human Resource Management. Many investigations had proved that the high rate of employee turnover causes some problems in enterprise's performance, the store of human capital and customer satisfaction, and so on. The paper studies what influences the employee turnover intention under the two different ownership systems——state-owned enterprises and private enterprises, and concludes some management suggestions.Job satisfaction and organizational commitment has been proved the two key factors that influence employee turnover intention. The five facets of the Job satisfaction are work on present job, present pay, opportunities for promotion, supervision, and coworkers. And Organizational commitment can be divided into three aspects: affective commitment, continuous commitment and normative commitment. Through the analysis the relation between Job satisfaction, organizational commitment, perceived alternative work opportunities and turnover intention, we conclude the different mode of turnover intention under state-owned enterprises and private enterprises. The need of relatedness is the most important factor that influences employee turnover intention in both state-owned enterprises and private enterprises. Except that, the need of existence also affects it to some extent in state-owned enterprises; the need of growth affects it in some degree in private enterprises. According to the Need Hierarchy Theory and ERG Theory, we conclude some suggestions. For the managers in state-owned enterprises, the most useful way to decrease the employee turnover intention is to satisfy the need of relatedness. Except that, managers should also urge employee's need of growth and improve the enterprises' performance through the increase of employee's ability. For the managers in private enterprises, the most useful way is to satisfy the need of relatedness and growth, establishing the long-term relationship and commitment between enterprises and employee, offering greater opportunities of promotion and increasing ability, involving them into the management decisions.
