With the lasting growth of the world information industry and the economic globalization, the telecommunication companies are moving towards the global competition. China UNICOM is facing the keen competition from home and abroad. Meanwhile, the industry value chain is undergoing big changes. Under the new situation, China UNICOM should accordingly work out its development strategy to acquire an advantageous position in future market.For the target, relying on the research of macro environment and the competitive structure of telecommunication industry, the study analyses the operation resources and key competence of China UNICOM in four aspects, namely, material resource, technology resource, finance resource and human resource guided by new results of core competition ability theories and strategy management theories. Furthermore, the problems of network, inside management and mechanism, marketing, and financing are deeply analyzed. According to the new changes and the character of telecommunication value chain , the new competition mode and the tactics in the value chain for China UNICOM are proposed. In the last chapter, the strength, weakness, opportunity, and threat of the company are analyzed by using SWOT method. On the basis of the preceding analysis, the paper proposes and structures the strategic objectives and overall development strategy according to current situation and ability of the company and put forward the strategy,s guarantee measure. In the end, competitive strategy are selected according to the strategic objectives which has been put forward by using the competitive strategy theories and the ways to implement the competitive strategy are also proposed.
