The performance appraisal for human resources is the core of enterprise human resources management, how to establish suitable performance appraisal system which suit enterprise's character and development strategy is one of hot questions that the enterprises are thinking and paying close attention now. This paper have made deep research and analysis to exist performance appraisal system in The Six Project groups Co. Limit of NO. 17 Railway Bureau on the basis of modern performance appraisal theory and methods; some corresponding improvement countermeasures are also given.The thesis is divided into five parts altogether. Firstly, some important performance appraisal theories and methods are studied, including the concept, theory and method of performance appraisal, current research information of domestic and international research and future development trend, as well as domestic and international enterprises experience and impact. It is used to guide the following whole research and relevant work. Secondly, the current situation of performance appraisal system in The Six Project groups Co. Limit of NO.17 Railway Bureau is examined, some problems are found and analysis. Lastly, some corresponding improvement countermeasures are also given on the foundation of preview research and combining the actual conditions of company.This thesis discusses the performance appraisal and relevant contents from multi-disciplinary angles, such as management, ethics, Performance appraisal and strategic management; appraisal measurement design, justice and efficiency in the thesis too. The corresponding improvement countermeasures that are given will be valuable and referenced to establish the performance appraisal system of state-owned enterprise, which is helpful for Chinese enterprise to implement performance appraisal system.
