| In 2004, the Central Government listed " Three Agriculture" problem as the first priority document, in which many conflicts and problems are to be resolved while one understanding problem is the poor supervision in medicine for village, disordered medicine market and medicine supplying channel, rampancy of uncertified doctor and medicine monger as well as the poor quality control of medicines etc. All of these make some peasants become poor because of sickness. How to conquer the difficult position of medicine using in village? Cha Ling County in Hunan province, as the first test unit of our country in reforming village medicines supervision and supplying, provided valuable and successful experience about how to handle medicine in village. To understand the current "new village medicine supervising and supplying net" consturciton ,we need to know its implementing background analysis, which mainly includes 3 aspects: political background, economic and social background as well as cultural background: Political background is based on the analysis on applying important idea of "Three Representatives" and construction of socialist harmonious society; Economic social background is based on the analysis on developing village economy, building comparatively well-off society all-around and keeping society stability; Cultural background is based on the analysis on humanism. Only by analyzing these 3 backgrounds can we have a clear and correct understanding on why the government exerts itself to set up a new village medicine supervising and supplying net system in current stage. Village medicine supervising and supplying net contains 2 sub-systems: village medicine supervising net and village medicine supplying net and they cooperate and promote mutually in practicing.Village medicine supervising net refers to a three-level supervision system in which the medicine-supervising department plays a leading role, all other function units cooperate each other and the mass also participate in it actively. The new system is very necessary which can be seen from the analysis of 2 aspects: one is about the current medicine market situation in village. The increasing supervising power in city medicine market results in many illegal medicines flow into broad village. The other is to satisfy the need of strengthening the supervision power. The supervision on village medicine market has been keeping not satisfactory. The major reason is the villages cover broad area and the law implementing power there is very lacking. And depending on the county medicine supervision department alone is far from enough. But the new- built three-level supervision net could get the above-sated problems resolved. New village medicine supervision net need rely on the powerful promotion from government. At the same time, its role's playing need make rules and regulations such as double record rules, medicine using demonstrating system as well as medicine supervisor contacting system. But the village medicine three-level supervision net also has some problems to be resolved such as the conflict between the market competition system and local protectionism, the supervision outlay and the stability of obligation supervision power etc. Village medicine supplying net is a system dominated by the government and having market with basic role in village medicine allocation. Its establishment is a trend of necessity because the old village medicine supplying net has many defects: firstly,narrow supplying channel can't meet modern peasant's consumption.
