Strategic Idea Of Economic Cooperation Of Three Provinces In Northeast China

Since the eighties of ,last century since , the economic status of the old industrial base inNortheast China for a time in history dropped relatively in the whole country. The developmentspeed of the Northeast, especially the growth rate of industry and total supply and demand haslagged behind the average national level gradually, thus caused the production of " Northeasternphenomenon ". Propose clearly in report of 16th National Congress of Communist Party of China: "Supportsuch old industrial bases as the Northeast to accelerate adjusting and transforming, support thecity that relies mainly on the fact that resources are exploited and regional development tocontinue the industry …"It is in the rapid process of economic globalization and China's enteringinto WTO that the central authorities put forward a strategic plan to revitalize the old industrialbase in Northeast China for the first time. This strategic policy is that the central authorities havean important decision made in mind on the basis of the overall situation of building the well-offsociety in an all-round way too. The Northeast should catch the rare historical opportunity tosolve a great deal of problems existing in three provinces in Northeast China and accelerate thepaces revitalized in old industrial base of the Northeast. In order to realize this goal, I think, threeprovinces in Northeast China must strengthen their economic cooperation. But how entereconomic cooperation, which is a problem worth to be further investigated very much, which isexactly the purpose and meaning of this paper. This paper adopts the method of real example combined with theory analysis together,comparative analysis combined with history analysis together, quantitative analysis combinedwith qualitative analysis. The paper also regards the Northeast as a whole and adopts thesystematic theory analytical method to demonstrate the economic cooperation so as to draw thetrue, reliable, correct conclusion. This paper includes four parts: The first part: It is the retrospect of the regional economic theory, with which to search thetheory base of economic cooperation of three provinces in Northeast China. At first, regionaleconomic cooperation can not leave the setting-up of the large market, so the text selects theLarge Market Theory of T .Scitovsky and F.Denian as the theory base of setting upcooperation of three provinces in Northeast China. Secondly, because forming space structure ofmodern regional economic cooperation must possess three key elements: the point, the axis andthe network, this text is used the relative theory, namely the Growth Pole Theory, the AxleDevelop Theory and the Network Develop Theory as the important source of theory of threeprovinces in Northeast China. The second part :It is the analysis about the advantages and problems existing in theeconomic cooperation of three provinces in Northeast China. On one hand, the article analysesthe consistency and similar that has had in such aspects as history and culture, industry'scharacteristic, resource natural endowment of three provinces in Northeast China, and thenexplains the advantages of cooperation of three provinces in Northeast China; On the other hand,the article also analyses some questions existing in the cooperation of three provinces inNortheast China: (1) contradiction between industrial merger and administration of every city inNortheast China; (2)The cooperative software and hardware terms in three provinces in thenortheast of China are insufficient. (3) Competition about the leader of the cooperation of threeprovinces in Northeast China. The third part: Draw lessons from the experience of domestic and international regionaleconomic cooperation. In the domestic experience of regional economic development, this paperanalyses and uses the successful experience of Delta of the Yangtze River and Delta of the ZhuJiang River for reference especially.
