In the aftermath of Cold War, regions and countries around the world went beyond the sphere of different camps and realized fruitful co-operations. The Northeast Asian Region is confronted with such problems as hot security issues, regional security structure, security policy and management of security crisis and problems as historical heritage, around which countries in the region have carried out varied security cooperation leading to great achievements and advancement of regional peace and security. However, beset with various factors, the ongoing Northeast Asian security cooperation is trapped in a dilemma resulting from fragmented cooperation framework, cooperation mechanism scarcity, fragile cooperation basis, hindered cooperation process and limited cooperation results, which apparently will deteriorate the further development of regional security cooperation, therefore exert a negative influence on regional security relations and security configuration, possibly resulting in serious security crises.The dilemma of Northeast Asian security cooperation presents itself in such aspects as unsound mutual trust foundation, fragmented cooperation framework, lack of cooperation mechanism and non-existence of code of conduct in cooperation. The dilemma is attributed to two categories of causes, internal and external. The internal one lies in diversified attributes of countries in the region and the external one finds its being in the transformation of global international configuration and regional international order.To cope with the challenges and crises resulting from the dilemma, china should make its strategic choices, in such perspectives as consensus in security concepts, mutual trust construction, security strategy coordination and security mechanism construction, which respectively include, lessening the influence of traditional security concepts, developing new security concepts; determining border lines, terminating military confrontation in Korean Peninsula by making formal agreement, establishing military transparency mechanism, creating regional summits, encouraging regional civil economic and cultural exchanges; conducting Sino-US, Sino-Russia, Sino-Japan strategic coordination; advancing Six-Party Talk institutionalization, accelerating Shanghai Cooperation organization'development, establishing arbitrary mechanism for Sino-Japan history issues and maritime interest conflict, constructing Sino-US-Japan crisis management mechanism.
