The Humble Opinion Of The Governmental Role Transforming Under The Condition Of The Socialist Market Economy

Reviewing the five administrative system reforms since reform and opening-up, China's administrative system reform has realized the leap from the simplify administrative structure to the transforming of government's function at the core. Today, we find that we should mention the issue of the governmental role transforming to the agenda, while changing the government's function, we could push China's administrative system reform to the new height in this way. This could make the administrative system of China really meet the needs of the construction on the material civilization, the political civilization, the spiritual civilization and the harmonious society. Guide by political theory of Marxism and behaviorism theory, this paper mainly uses the method of combining system analysis and element analysis, behavior analysis and ecological analysis .It systematic and objectively analysis and designs the importance, necessity, necessary condition, goal mode of the role transforming of Chinese government (narrow sense) which is rooted in the socialist market economy. This paper also put forward some arguments of originality and creativeness in new angle of view. The whole paper contains four parts. The first part explains the importance of the changes of governmental role. This part base on the starting point that the administrative system reform combine the economic system reform with the political system reform. With the interaction of political development, economic development and governmental development, the part especially emphasizes the important significance of the governmental role transforming. The second part analyzes the basis of the change in governmental role and the necessity of deepening the change at present. Following the raising, developing, establishing and perfecting of the socialist market economy system, Chinese government answers the demands of the ecological environment with the evolutionary transformation of it's own role. The achievements of change make people pleasant, at the same time the questions can't be ignored either. In the future we should exactly seek the starting point of role change and create the essential condition to push the role change to deepening even more. The third part designs the essential condition that are needed in the further transforming of government role today. In essence the change of Chinese government is a process in which government exchange energy with the external environment. If we want to solve the problems above-mentioned, we must create the objective and subjective conditions. This part point out that Chinese government should faces the role expectations that were put forward by the economy system reform, the political system reform and the social change caused from the two reforms. We should promote the level of understanding on the role's theory and regularly use the political rights to build, consolidate and strengthen the government's authority. This part also say that government should trample his own role by the way of cooperating with market and society .The designs above-mentioned can not be changed into realization without the power and resource due to the deepening of the political system reform and the economic reform. At the same time these two reforms also point out the task and direction for the deepening of government role transforming. The fourth part sketches and analyzes the goal mode of the change of government role under the perfecting stage of the socialist market economy. This part also analyzes the characteristics and regularities of the goal mode. Following the development of political system reform, the change of the role take up three characteristics they are level, dynamics, relative lagging behind, etc. The change of roles should abide by the inherent regularities they are marketing, democracy, ruling of law, morality, internationality.
