Nowadays the world intellectual economy is developing rapidly, the widespread integrative trend of the world economy make the market competition more severely. Especially after entering the WTO, our government is facing challenge against the function switch, and the improvement of leaders' quality, which has a great impact on work efficiency. With reference to our management system, the governors always play a very important role. If they are working well, our construction will be flourishing. This article is based on ChangChun's local governmental division chiefs.
