The Analysis Of The Borough Government's Functions And Problems

The paper mainly aims at solving the problems resulting from the function-restructuring of Chinese borough government. It is mainly an empirical research with interview method, comparison method, historical analytic method and some other studying methods. Throughout the course of this research, I selected four district governments among Guangzhou City as the interview objects, they are Tianhe District, Baiyun District, Huangpu District, Panyu District. I collected useful data from these interviews and from some other channels, and then, basing on these data, I have done a probing research on the various problems faced by borough government.Both in theoretical and empirical perspective, the paper has discussed the reasonableness and reform direction of the function-restructuring of Chinese borough governments, and also have done a comparative research on our urban grass-root government with that of Hong Kong, Taiwan, Japan, Korea, the United States and some other nations or regions .In the final part, the paper discussed that we should base on our national conditions and learn from other countries' lessons, so that we can carry effective reform among our borough governments and strengthen their governance abilities.The result of the research shows:1. The borough government should be established according to the local social environment, and it should be standardized without copying from each other.2. Reforming the borough government and making its function scientific and flexible, including two tasks: First, to straighten out the delimitation of rights and functions between the city government and the district government; Second, to adjust the internal function setting of the borough governments.3. Basing on our Chinese national conditions and learning from the lessons of such region's urban grass-roots administration as Hong Kong, Taiwan, Japan, Korea, the United States and so on , we has reached a conclusion that well developing local governments' enthusiasm, flexibility and creativity is the main direction of our reform.The problems revealed by the result of our research needs to be further studied, and our paper is only a preliminary exploration and reference paper for future research.
