The tide of reform and opening-up and reform of the market economic system has brought great development of the private enterprises in our country. The private enterprises change from " essential supplementary " of socialist public-owned economy to " important component " of socialist economy, from edge to the mainstream, which have obtained the proud achievement. And the middle-level manager team is the core of the private enterprises, which has reflected the enterprise's cohesiveness, and whose working state and achievement has a direct relation with the future of these enterprises. This text based on correct Management by Objectives has substantiated the theory of objectives encouragement by combining the factor of encouraging and Management by Objectives. The author went into enterprises deeply to gather information about performance of management by objectives and the mode of their encourage by questionnaire, analyzed the characteristics of their management by objectives, summarized the practical experience of effective management, and had concentrated on analyzing the middle-level manager's existing problems in performing the encourages of objectives, and probed into the focal point of every link of implementing the objective encouragement, put forward feasible mode of objectives encouragement for the middle-level managers in private enterprises .By doing this, the staff could become dynamic and realize their potentiality and management by themselves perfectly. Accordingly, their enterprises may reach the predetermined target and promote the performance of managing. The innovations of this text are clicked: (1) Finish the construct of the encouraging system of the middle-level manager, including setting the performance goals effectively, and offering essential supervision and help in the course of carrying out. (2) Proposed establishing a new audit department, which supervised the settlement and performance of the objectives in real time, and made proper adjustment in case of necessity (3) Suppose to set up an amplify effective mechanism of feed backing for objective encouragement system, which enable the private enterprises reach the objectives effectively and realize encouraging the middle-level manager by objective encouragement.
