The Research On Reginoal Patent Strategy And Performance Evaluation In China

After joining the WTO, facing the competition of economy and science and technology, our country put forward the concept of regional patent strategy. It is very meaningful for each region of our country to do research on regional patent strategy and performance evaluation. Using the methods of theoretical and instantiation research, this paper researches on the basic theory of regional patent strategy and performance evaluation.Because there are few researches on regional patent strategy, this paper structures the theoretical framework that includes three elements: concept, character and system structure, which includes four parts. And it gives a deep and systematic research to each element. This section establishes the theoretical foundation for performance evaluation.To design the performance evaluation of patent strategy, the paper analyzes the connotation of performance of regional patent strategy, and put forward the viewpoint that the performance of regional patent strategy includes economic and operational performance. According to the giving principles, this paper establishes the performance evaluation system of regional patent strategy, which includes twenty-six indexes. Because of the advantage of synthesis analysis method of gray relative, this paper uses it as the basic analytical method.In the part of instantiation research, this paper takes Anhui Province as an example. First it analyzes the economic and operational performance of Anhui Province vertically. Then, this paper applies the synthesis analysis method of gray relative to performance evaluation system to compare the economic and operational performance of Anhui Province with other provinces and makes the conclusion that the comprehensive performance of patent strategy of Anhui Province ranks the 19th and has the medium-inferior level in the whole country.According to the results of performance evaluation, this paper gives the suggestion on how to improve the operation performance of the patent strategy, and looks forward to the developing direction of the field in the future.
