With increasing of the value of human capital, many scholars pay attention to "Professionalism". On one hand, professionalism of talents can improve the development of organize, the other hand, it is the key road to career development. Form the two respects of market and talents competition, the level of human resource managers' professionalism will affect the depth and validity of organization, and the basement of professionalism is competencies. Now state-owned enterprises are lack of professionalized human resource managers. So the study focuses on professional human resource managers' competencies and the development.Chapter 1: Background analysis of competencies' development of professional human resource managers in state-owned enterprises. In this chapter, describes the intension of "the west managers revolution" and meaning for professional managers; analyses the character-ristics, drawback and reform's necessity of the traditional management system.Chapter2: Basic concepts and theories of the study. The chapter describes the intension of the concepts such as "professional manager","competencies", etc.And introduces the three theories -theory of competencies of managers in enterprises, theory of talents development comprehensive effect and the theory of work-oriented curriculums.Chapter3: Analyses the competencies structure of professional human resource managers in state-owned enterprises. From the three aspects analyses the competencies structure of professional human resource managers: experts viewpoints, work analysis and practice feeling of human resource managers. Produces the 66 competencies in professional thought, professional knowledge, professional skills and basic abilities. Analyses the 6competencies should be strengthened for the managers in state-owned enterprises.Chapter4: The status quo of human resource managers in state-owned enterprises. The study investigated some classic enterprises in Shanghai. Through the research, analyse the key problems, such as Employing system, vocational qualification certification system, Talent market mechanism, and training system. The four are the key factors affecting the managers' professionalism.Chapter5: Solutions to development of professional human resource managers in state-owned enterprises. Considering the problems of competencies' status, the study proposes the systematic solutions.Study methods: Management, Pedagogy, Adult Pedagogy and Theory of Talents are cited for reference, research methods such as literature review, questionnaire investigating research etc are used to guarantee well-founded viewpoints and the close link between theory and reality, and also to make the research have academic and application significance.
