Aiming at a good many problems and difficulties faced by human resource management (HRM) in present great state - owned enterprise, combining basic theories of HRM and practice of excellent enterprise of inner and outer state, has analyzed systematically the actuality and characteristic of "flow away" of science and technology talent in great state-owned enterprises, deeply studied the potential reasons of "flow away", furthermore established the basic controlling mode of HRM under the new condition and gotten favorable effect in practice. No only does this thesis has provided new thoughts and concept in theory of HRM, but also made active attempt and explore in looking for break point of HRM system reform while practicing. Finally, found out an effective way to reform the HRM system of great state-owned enterprise.As the thesis pointed out, that three reasons cause the talents "flowing", they are from society, individual and internal enterprise. And the study indicates, the 'flowing' of science and technology talent in state-owned enterprise is essential and subjectivity. It can be sure to control and ensure the reasonable 'flowing' in a certain range. The traditional concept and simple methods will not meet the new condition and new request. In the new mode of HRM, we should also build a talent managing culture system which core is emotion quotient management taking on modern enterprise characteristic and high level, expect using effective methods of bestir system actively, and bringing the drive of education and train system into play. In the end, realize the orderly 'flowing' and value of talent through smooth intercourse of talent to talent and talent to leader.
