| The old industrial bases in China have set back in the last decades due to many reasons. But the old industrial bases play an important role in the development of the industry in China, and the government puts the revitalization of the northeast old industrial bases to strategic height, hence it is necessary to revitalize the old industrial bases. Though the old industrial bases have left behind, they still have many relative advantages; it has feasibility to revitalize them. It has practical meaning to study the way which many countries used to revitalizing the old industrial bases.First, the author has a comparative analysis on the declining reasons of the old industrial bases between home and abroad, and draws a conclusion that reasons are common like transformation of regional advantages, evolvement of industrial structure, changing of marketing demand structure and drop of product competitive power. But there is distinction in regenerating ground, such as system reform, institutional innovation and social insurance system; therefore we must selectively use revitalization methods at abroad for reference with our practice. Secondly, this article analyses the generality questions in the old industrial bases regenerating process, such as main bodies, funds rising, the talents attracting and structure adjusting. And basing on the above analysis, this article gives the methods at home and abroad to solve the generality problems, moreover, this article discusses the sameness and distinctness. At last, this article provides idiographic methods in system reform, such as multi-bodies is our main bodies, using domestic and foreign funds, financial support, derating tax and nongovernment funds to solve funds problem, using layoff workers reemploying and environment reinforcing to attracting talents, using industrial re-organizing, production structure adjusting, organization structure adjusting, mixed ownership and industrial cluster to solve structure problem.
