Industrial cluster is a necessary trend of economic development. It is important to study industrial cluster to foster the regional competitiveness, promote the regional economic growth, solve the problem of "big enterprise", improve the development of small and medium-sized enterprises and accelerate rural industrialization and urbanization, It is also crucial to choose the strategic action and measure concerning the coordinative, sustainable and healthy development of national economy. This thesis suggests that the realization of conversion from an old industrial base to a new one must rebuild the connection among industries according to the demand in markets. At last it will realize the industrial cluster. I hope this thesis is useful to revitalize the old industrial base of Northeast.The Thesis analyses and narrates the industrial cluster and the revitalization of the old industrial base through four chapters.Chapter One: Introduction. This chapter explains the theory of industrial cluster and its formation mechanism through reviewing the relevant classical literature domestic and international.Chapter Two: The formation mechanism. This chapter shows different definitions of industrial cluster of different scholars and puts forward the viewpoint that industrial cluster is an innovative cooperation network in the region. What's more, the thesis lays emphasis on the formation mechanism of industrial cluster, and narrates that the mechanism includes the market factor, system factor, history factor and culture factor.Chapter Three: Industrial cluster—The important way to revitalize the old industrial base of Northeast. This chapter analyzes the current situation in the old industrial base, then suggests that although the old industrial base made the brilliant achievements in the earlier times, with the development of economy the competitiveness is dropping without the cluster. The core of the cluster is the leading industry surrounded by relevant enterprises. This thesis puts forward the importantway is industrial cluster which is characterized of the old industrial base.Chapter Four: The formation and the fosterage of industrial cluster in the old industrial base of Northeast. This chapter advances that to foster industrial cluster needs high quality market surroundings that build cooperation network among enterprises and governments that play an important role in macroscopical service.This thesis adopts methods of the combination of theoretical and empirical analysis, of the link of system analysis and emphasis analysis and of normative analysis. This Thesis illustrates the formation mechanism of industrial cluster on the basis of the theoretical analysis, then it explains how to realize the revitalization of the old industrial base of Northeast; This thesis not only analyzes generally but also stress greatly; furthermore, it introduces "what it should be", regarding certain a value judgment as the starting point and standpoint, and answers why to choose it. At last, it draws the conclusion that the old industrial base of Northeast should revitalize through industrial cluster.The creation in this thesis is to analyze and research the revitalization of the old industrial base of Northeast from a newer angle using the economic theory. The drawbacks of the system and mechanism exist in the old industrial base of Northeast, and can't be adjusted generally to realize the revitalization. Therefore, the thesis suggests that the old industrial base should revitalize through industrial cluster.
