Recruitment and filtration has more and more become the most important task in enterprise's manpower resources management, it is one of the most important tasks of whole business administration too. If can choose the most outstanding talent from recruiting the persons enlisted effectively, undoubtedly favorable to the long-term development of enterprises. And if choose improperly, will bring the waste of the time and wealth to enterprise, influence the production efficiency of enterprises and reduce the morale of enterprises. At present, our country recruits mostly adopts the method of the interview, time-consuming and strenuous, but not reliable; Some tools of talent assessment while using are most the psychology scale that revised form of foreign countries, have the problem that not acclimatized. So, to industry of talent assessment at the early-stage of our country, developing the recruitment and filtration tools that low cost with high efficiency and suitable for the Chinese actual conditions is very urgent and essential. This research on the basis that interview and investigation, and analyze enterprise ordinary staff in recruit and filtration needing investigated content, combine the analysis on literature. We have structured out the theory structure of the enterprises ordinary staff recruitment and filtration, make up the recruitment and filtration scale that suitable for the enterprises ordinary staff's colony by ourselves. According to the measuring result of the first time, emend the theory structure and the first time scale of the enterprises ordinary staff recruitment and filtration, form formal enterprise ordinary staff recruitment and filtration scale, go on to analyze relevant demography variables, the result is as follows: Through to measure the reliability and validity, the enterprises ordinary staff recruitment and filtration scale that we work out has good reliability and validity, therefore have certain value to popularize.
