Research On The Traffic Comprehensive Law Enforcement Management Information System

The departments of Longyan traffic comprehensive law enforcement have established and applied their Traffic Comprehensive Law Enforcement Management Information System(TCLE MIS),using the information technology means to improve the efficiency of administrative law enforcement,and realize the standardization of enforcement procedure and the normalization of law enforcement supervision,and create a new situation of the comprehensively deepen administration according to the law.In order to evaluate the construction and application effects of the project of TCLE MIS,and to improve and perfect the system,the analytic process hierarchy(AHP)and the fuzzy evaluation method were used to evaluate the system in this paper.Based on the investigation and analysis of the situation of the construction and operation of TCLE MIS,the comprehensive evaluation index system of the system was established,by referring to the domestic and international research about information systems evaluation,and combining the actual situation of the system.The comprehensive evaluation index system includes the indexes of system performance,system environment,system operation and system benefits,etc.On the basis of demonstrating and analyzing the applicability of various evaluation methods,the AHP and fuzzy evaluation method were selected to construct the system model in the paper.The index layer and specific indexes were determined by the method of AHP,the weight of each body index was determined,using the judgment matrix.Then the each specific index was evaluated,using the method of fuzzy analysis.Finally,the systematic and quantized evaluation results were obtained,and the problems existed in the system were analyzed according to the evaluation results,and then based on this,the more comprehensive and effective improvement measures were put forward to make pointed reference from four parts of the usability,real time,benefit and fault tolerance of the system.A comprehensive evaluation of the Longyan TCLE MIS project was carried out on this study,and its main problems existed were revealed.It may not only provide a comprehensive and scientific basis for the improvement of the system project,but also provide a scientific evaluation method and experiences for the construction of the prefecture level TCLE MIS project.Besides,it may enrich the study content of MIS project research field to propose a complete evaluation index system according to the characteristics of comprehensive traffic enforcement,and may has certain theoretical values.
