This paper studies on Business Process Reengineering (BPR) , which has been popular in the world since 90's. It starts from the theory background of BPR and present implementing regarding. As an objective, it begins with how the enterprise apply the BPR for researching the object, on the base of study of many cases in both domestic and international enterprise implementing BPR lastly, putting forward when BPR is applied, it'll be treated as an enormous system engineering, and become a systematic theory frame of BPR , this frame includes: one series of guide line; The process of BPR; one series of method and tool. Be used as a total leading thought and the acting line with this frame, join into the actual circumstance to carry out the each step, reasonably installs the related resources, can't neglect the other hand of BPR, over-emphasize some link, so that BPR then can be finished successfully. The frame promoted the change of BPR from theories to application, and increased the maneuverability of BPR, reducing the error of BPR.The BPR frame provides the implement plan for enterprise, the complicated BPR decomposes the clear and concrete step, easy to fulfillment, approve, implement BPR, insure the BPR to bring the business enterprise leap really. The frame does not only perfect BPR theories system further, and also directly or indirectly bring the enterprise considerable profit. This paper is clear and definite to put forward, only know and operate as the BPR to a system engineering, may just strengthen the competition and suitable ability, resolve the enterprise itself on the development strategy and the management mode problem, resolve the enterprise on the keeping development problem.The paper through analyzing the BPR successful case in the domestic and international famous enterprise as IBM, Kodak, GM etc., show us putting BPR into practice successfully can strengthen the competition and suitable ability, resolve the enterprise itself on the development strategy and the management mode problem, resolve the enterprise on the keeping development problem. According to our country actual case, BPR have a large usage at our country, it will have the important strategy meaning in increasing the management level of our country enterprise. The paper put forward six principles that must be followed when the business enterprise puts BPR into practice, it is, realizes to the change from the working talent to the process manage, paying attention on the superior of the whole process, put the BPR with the structure adjustment, the employee's evaluation system is a guarantees to make process efficiently, the process should cover the customer and the supplier, valuing the support from IT/IS. Then how to implement the BPR process? firstly, confirms the BPR target and sets up the BPR team. To choice the suitable person and organization to implement the BPR. They must carry the homologous and different responsibility in reengineering, on base of establishing the BPR team, confirm the BPR mission and target, these targets can be a lower cost, or is a target to quality and the customer approval, these targets must be expressed by measure of the character and quantitative way, these targets represented the leaps of the materiality of the enterprise competition ability. The mission and targets remind the employee which processes demand to reform every moment, making the BPR have the stronger maneuverability; The second, gaining system description about the current process. This is important that BPR parts analyzing the enterprise process present condition, through the system describe, reflect the current condition of the enterprise, on base of detailed description a system analysis will be gone forward to get some characteristic we can't observes directly with measurement.
