This article concerns about the wounded and disabled soldiers who have given contributions to our country and people, our Party and government have paid much attention to this special group, such as finance, manpower and material resources supports have been put into their daily lives and medical security. The formation and the change of new international order obliges us to strengthen our national defense, so does the mission of our soldiers. This means the soldiers may give their lives to the construction and the peace of our country. On the new circumstance, the raising of the social security level of the wounded and disabled soldiers is the new task and responsibility to the party, the society and the people.In this article, I use the basical knowledge of social security and what I have learned during the postgraduate to give a systematic and deep analysis on this question, There are the contents of the article: part one, is the introduction, Comparing the policies for the wounded and the disabled with the ones in foreign countries, ours have our own contents and characteristics, not only on the essence, contents but also the significance, the specialities and the diversities. The policies about social security, for the wounded and disabled are the need of the stability, the development and the national defence, the stable base of the connection with he people .Part two, the conclusion on the policies of the wounded and the disabled in each times, the position in national lives , the development, the blazing new rails, the measurement, the step for legalizing, systematizing and socializing. It also analyzes the problems and the easons for the wounded and the disabled. Part three, based on the characteristics, the standard of our country and the investigation, some suggestions and countermeasures have been put forward to. It can do good to the feedback of the information, and it also supplies the administration of the nation, provides possible countermeasures for the social security of the wounded and the disabled in our country.This article combines theory with practice, history with reality, absorbs the social security experience of foreign countries, expresses and analyzes the measures and insufficience and, puts forward some new suggestions and countermeasures.
