The undertaking of the disabled is an important part of the socialist cause.Accelerating the social security system would not only allow disabled people toparticipate in social life equally and enjoy the achievements of China’s reform andopening up and the development of social security, but also reflect the superiority of thesocialist system fully and embody the progress of social civilization.On the whole, more and more attention is paid to the social security research of thedisabled by experts and scholars, some achievements have been made in the systemconstruction, innovation research, international comparative studies, but the research onsocial security system for the disabled still needs more intensive study. Especially inShaanxi Province, the study of the social security system of the disabled is very muchurgent and necessary.Since the founding of People’s Republic of China in1949, the social security systemof the disabled has been gradually established. Influenced by the economic and socialdevelopment, this system also has gone through the initial progress, stagnation anddevelopment stage. The social security of the disabled has developed slowly from anisolated system to complete security systems. In2009, our country decided to accelerateconstruction of the social security system of the disabled, according to the nationalarrangement. Shaanxi Province started the social security system of the disabled, but itexisted a lot of problems, such as the concept of assisting the disabled of moderncivilized society have not formed, the shortages of funds, The level of social security inurban and rural areas are not balanced, the weakness in systems and Implementation,the imbalance of social security between supply and demand, and so on. The mainreasons for these problems are understanding of the one sidedness, lack of governmentfinancial support, imbalance of social security between urban and rural areas, deficiencyin legal system construction, shortages in security system of the disabled. To promoteand improve the social security system of the disabled, it is necessary to solve thesepractical problems properly from domestic and international experience, so as to improvethe social security system of the disabled constantly in system construction, content development, and effective methods. More efforts should be made to establish theconcept of assisting the disabled in civilized society; to improve the scientificity of thesecurity system design and the effectiveness of its implementation; the legal basis shouldbe improved constantly; solid financing channels should be established; professionalservice should also be provided; volunteers work should be encouraged and regulated.Hence, social security system in Shaanxi Province could be pushed to a new level, so asto make contribution for the development of the cause of the disabled in China.
