| The popularity of higher education is the common tendency of international higher education development and the inevitable choice of our higher education development. With the extension of enrolling new students, the fund problem of constructing basic facilities will become a choke point that restrict higher schools scope development. This is also a reality to face when Chengdu Aeronautic Vocational & Technical College are building a new school area. BOT is a large way of finance which international widely adopted to basic facilities construction in recent years. This thesis according to a running new school area construction, in the light of the fund gap encountered in rear service infrastructure building up, using BOT investment mode to analyze specific investment economic interest of the item, to offer a basis for constructer and investor's policy, and in accordance with specific item put forward carrying out steps ,management about new school area BOT item as well as considering risks and against measures in performing it, furthermore bring up deserving to keep an eye on the problems and advice of higher school BOT item. Chief work and achievement of the dissertation as following:(1). By researching the base theory and practicing difficulties, in connection with the problem about basic practicing development existing in higher schools' logistics, to transform and create BT and BOT , and put forward a new BOT form to fit in with higher school BOT item, that is "Build—Transfer—Consign";(2). To apply BTO style from its BOT mode to the higher school's BOT item;(3). To analyze the specific investment economic benefits about two actual BOT items in high school, and offer the basis for constructer and investor's policy decision;(4).To analyze the probable risk in running BOT item about the new school area, and bring up the measures of taking precautions and sharing responsibility for risks.
