Only by cultivating their own core capability to improve their competition ability continually, can they stand firmly in competition and gain competitive advantage for a long time.There are many disadvantages when the west civilian enterprises cultivate the core capability, such as traffic, area, person with ability, information and so on. But at the same time, the western regions have many relative advantages, such as the abundant natural resources, the huge market potential and the low human resources cost. The civilian enterprises in the western regions should make use of their advantages and overcome their disadvantages to cultivate their own core capability by laying down the right development strategies, encouraging innovations, building enterprise cultures, reinforcing the management and development of human resources and establishing learning organization with specific and consistent goals. When the western civilian enterprises cultivate the core capability, they should be good at imitate the successful enterprises and pay more attention to adopt the method of acquisition, merger and setting up strategic alliance.
