The new century is considered as the new era for development of sea resources. In this proceeding, the sustainable development is the main topic and the way to solve the problems of quick increasing of populations, shortage of nature resources and serious environmental pollution. In the southeast part of China, the population is great and the economy is developing quickly. The area along the coastal zone is about 15% of the total land area of China, which bread 40% people of total population. There is 70 % amount of large and medium cities in this area and 55% of GDP is coming from this area, which plays an important role in the economic construction and development in China. We started the project of the division of marine functional zonation at 80s of last century and we have done great achievements up to now. The State Oceanic Administration (SOA) began to plan the project in1989 and finished the work in 1997, which lasted through 8 years.By the review of the proceedings and history of the division of marine functional zonation, this paper gives the summary of the theory and technical methods systemically. To the questions for the concerned criterion, we discussed the objectives and their relations that dominate the results of the division. This paper try to define the Spatial Relational Model (SRM) and the calculate methods to describe the theory in a digital way. We also have completed the implementation of the model under GIS environment and verify the propriety through the application of the division in Laizhou Bay.1, The review of proceedings of the division of marine functional zonation and the assessment of the relative theoryThe results and theory with the proceedings of the division of marine functionalzonation in China are both the basis or guild for the division and the scientific accordance to develop the digital methods. As the division process has to obey the marine resources and their distributions, the exploration and use of marine resources become the principle factors that affect the division result. The multi-types of marine resources and overlay for their spatial distributions result in the uncertainty. This paper tries to promote SRM to define the division in a digital way to solve the problem of uncertainty.2, The definition of the SRM for the division of marine functional zonation as well as the calculate methodsThis paper defines the functional zonation as the objectives and sets of spatial properties and relational attributes. The relational attributes here include the natural characteristics for each functional zonation, and each characteristic is the member element of the attribute set. So, the relations among different functional zonations can be described by using the set theory and the division of functional zonations can be completed as the process of set calculations.3, The Implementation of the SRM under GIS environmentGIS is the best technology to process the spatial objectives and their relations. By the implementation of the SRM, the new system provide the new ability of computer aids division and the support system can help the planners to compare the different solutions the select the best one quickly and efficiently.4, The verification of SRM in the application of division of marine functional zonation in Laizhou BayIn this paper, we compare the computed division result with the artificial result and find the close relationship between them, which identify the possibility of use of the SRM in the division of marine functional zonation.
